The incident occurred on February 2t during a Charlotte Checkers game. Prior to taking their seats at a Charlotte Checkers hockey game, a parent, his 11-year-old son, and his son's 12-year-old friend, made a quick stop at the bathroom.

As the parent and his son patiently waited, they were startled to witness someone secretly placing a camera under the stall where the child was using. The son of the parent also noticed the camera and brought it to his attention.

The individual, later identified as Cutter, was confronted by the parent after exiting the stall. When questioned by the father, Cutler vehemently denied the accusation and promptly left the scene. Security was informed of the incident.

According to the affidavit, Cutter was captured on security footage entering and exiting bathrooms at the venue on the day of the event. This includes entering the specific bathroom where the incident with the 12-year-old occurred, precisely when it happened.

Authorities were able to identify a possible vehicle belonging to the individual in question through surveillance footage. Police later observed the vehicle registered to Cutter parked outside his home.

After an extensive investigation, authorities executed a search warrant at Cutler's residence. According to authorities, several electronic devices were confiscated, including a recording device disguised as a key fob.

According to officials, this device was identified as the one used during the crime. Investigators examined the footage on the device and discovered seven distinct videos of minors utilizing the restroom.
