The battle in Congress over the US budget issues had caused uncertainties. This had caused states to face in choosing between putting their own dollars into federal programs for residents or letting important services lapse, said a report from Reuters.

According to the bipartisan National Governors Association last Thursday, "States have thus far managed to avoid closing or suspending most programs and services by using carry-over funds or, in some cases, by using state spending to fill in for missing federal dollars. However, states are not in a position to be the bank for the federal government,"

Investors had been discouraged as lawmakers and the White House had not yet reached an agreement to end the partial deadlock. The US shutdown had also caused great losses to the country's economy. According to a report from Bloomberg, a national park in Arizona had lost USD80000 in income last week while Colorado experienced USD1 million losses over cancelled tourist trips. The shutdown had caused national parks and federal agencies to close and employees on furloughs.
